relaxing timing contraints

Dear competitors,

we have relaxed the timeout timing constraints (explained in the "Timeout" section at https://evaal.aaloa.org/evaalapi/evaalapi.html).

Previously they were:

    V: 3
    S: 15

now they are

    V: 9
    S: 45

For all trials.

This will help reduce timeout problems.  Do not hesiteate to write to info at evaal.aaloa.org for any problems you encounter.
