[evaal contest] on-site Tracks - using data from off-site Tracks

Dear all,

this is a note for competitors in on-site Tracks 1 & 2.

Since off-site Track 3 & 4 are based in the same environment (though
with different paths), it is in principle possible to exploit published
data from Tracks 3 & 4 to gain some knowledge about that environment
for competitors in Tracks 1 & 2.

Competitors are in fact allowed to use all public data, but they do so
at their own risk, since datasets might be outdated or not valid during
the competition days.

Competitors of on-site Tracks will compete on Sunday 29 September and
will have the possibility of surveying the site on Saturday 28 September
only.
