[evaal contest] Competing application EvAAL 15 specifications

Dear competitors,

we published the technical specifications of the StepLogger application 
for competitors of EvaAAL 2015.

The technical specifications describe:

1- the StepLogger application that will be used for the measurement sessions
2- how to log the location of the target user that is computed by the 
apps of the competitors
3- a simple demo application named StepLoggerClient that can be used as 
template

- read carefully the technical specifications
- install and test StepLogger and StepLoggerClient applications on the
