error 403

Dear all,

a new configuration of the EvAALapi server has solved the problem of
response 403.  It is no more necessary nor recommended to add any delay
to evaalapi requests.

Additionally, values of V and S are now set to 9 and 45 respectively,
which should be more than enough for overcoming any network problems.

Please report any observations you may have, either on the list or to
info at evaal.aaloa.org
