Technical annexes updated for Tracks 3 and 6

Dear all,

On 2020-08-07 the Technical Annex of Track 3 was updated for clarity
(the previous version is still downloadable).

On 2020-08-10 the Technical Annex for Track 6 (the new vehicular Track)
was made available.
