[evaal contest] [localisation] scheduling modifications

Dear all,

since our host UPM only opens the place at 8 o'clock in the morning and
we consequently would have delays with the current scheduling, we are
delaying the localisation tests in the morning by half an hour.

This means that the teams scheduled to test in the 8-11 slot will be
moved to 8.30-11.30, while those in the 11-14 slot will be moved to
11.30-14.30.  We think that this will not harm anybody's plans, but
please let us know (on this list) if any of you has problems with this
change.
