[evaal contest] IPIN competition deadline extension

Dear all,

given deadline extension requests, and given that anyway track chairs
were allowing them for their tracks, we decided to make it official that
the deadline for submitting technical descriptions for the competition
is extended to 30 August.

We will soon disseminate an updated call for competition
