[evaal contest] [localisation] clarifications on data sent

Dear localisation competitors,

as far as the data you send from your system during the tests, the
software interface is always the same both during phase 1 (areas of
interest) and phases 2 and 3 (tracking).

As far as the accuracy evaluation is concerned, the coordinate data you
send during phase 1 will be ignored, and the AoI data you send during
phases 2 and 3 will be ignored.

The ignored data, however, may be used for real-time visualisation
during the competition (the visualisation software is currently under
test), so if it costs nothing to you, please send those data as well.
